27 states allow juvenile sex trafficking victims to be arrested and prosecuted for prostitution offenses. Punishing survivors creates social and legal contradictions that undermine both national and local efforts to end the commercial sexual exploitation of children in the U.S. A punitive response exasperates the harm that youth survivors experience and prevents states from delivering comprehensive services, protection, and care. Criminalizing child sex trafficking victims for prostitution, and failing to recognize and respond to their trauma, sends exploited youth the message that they are somehow responsible for their own victimization.

In the face of this injustice, Shared Hope International’s Stop the InJuSTice Campaign seeks to mobilize change by shifting the lens through which youth survivors are viewed, laying the groundwork for progressive legislative changes that end the criminalization and re-traumatization of juvenile sex trafficking victims.
